MTSS — Multi-Tiered System of Support

Mount Vernon's Multi-Tiered System of Support (MTSS) is the framework we use to make sure every student gets the right level of academic, behavioral, and social-emotional support — not based on who asks loudest, but based on what the data says they need. MTSS is an "all education" initiative that anchors our 100% Graduation Goal.

The framework integrates three layers:

How MTSS works

Tier 1 — Universal supports for every student

High-quality core instruction, schoolwide positive behavior supports, and proactive social-emotional learning — delivered to every student, in every classroom, every day. About 80% of students thrive with Tier 1 supports alone.

Tier 2 — Targeted small-group support

When universal screening or progress monitoring identifies a student who needs more, Tier 2 layers on small-group interventions in the specific area of need (reading fluency, math facts, behavior coaching, social-emotional skill-building) for a defined period with regular progress checks.

Tier 3 — Intensive individualized support

For students whose progress in Tier 2 indicates a need for more intensive intervention, Tier 3 provides individualized, frequent, evidence-based support with close progress monitoring. This may include referrals for special education evaluation, but Tier 3 is not the same as special education — many students access intensive supports without ever needing an IEP.

Our core beliefs about MTSS

MTSS at Mount Vernon is grounded in five core beliefs that shape how we think about teaching and learning:

  1. Equity matters. Every student deserves access to high-quality instruction and support — no exceptions.
  2. School climate matters. Students learn best when they feel safe, valued, and connected.
  3. Professional collaboration matters. Teachers, specialists, and leaders make better decisions when they make them together.
  4. Open communication matters. Families are essential partners. We work to make information accessible and to listen well.
  5. Responsible stewardship matters. We use data, time, and resources thoughtfully — with our students' future in mind.
